Position Summary

The HR & General Affairs Manager will oversee Human Resources operations and General Administration for the U.S. business. This highly visible role is responsible for establishing compliant and efficient HR processes, supporting recruitment, payroll, compensation & benefits, employee relations, corporate governance, and office administration.

As one of the early members of the U.S. leadership team, you will have the opportunity to shape the employee experience, build scalable operational processes, and support the successful launch and growth of the organization.

Key Responsibilities

Human Resources

  • Lead end-to-end payroll administration and ensure compliance with federal, state, and local employment regulations.
  • Manage compensation and benefits programs, including salary administration, benefits enrollment, and vendor coordination.
  • Monitor personnel costs, headcount planning, budgeting, and HR reporting for management and global headquarters.
  • Oversee employee lifecycle processes, including onboarding, offboarding, personnel records, and HR documentation.
  • Coordinate recruitment activities, including candidate management, interview scheduling, offer administration, and onboarding.
  • Support performance management and day-to-day HR operations while helping develop HR policies and best practices.
  • Maintain HR systems and employee data, ensuring accuracy, confidentiality, and compliance.

General Affairs & Administration

  • Manage general administration and office operations to support an efficient workplace.
  • Coordinate corporate governance activities and support legal and compliance initiatives.
  • Manage contracts, including office leases, vendor agreements, and other corporate documentation.
  • Oversee employee services, office vendors, workplace operations, and employee welfare programs.
  • Support logistics, operational projects, and cross-functional initiatives as business needs evolve.
  • Serve as a key liaison between U.S. operations, global headquarters, and external service providers.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Accounting, Finance, or a related field.
  • 5+ years of experience in Human Resources, Compensation & Benefits, Payroll, HR Operations, and/or General Administration.
  • Strong knowledge of payroll administration, compensation & benefits, HR compliance, and employee lifecycle management.
  • Experience with HRIS, payroll systems, and HR reporting.
  • Experience managing personnel budgets, headcount planning, and HR metrics is preferred.
  • Familiarity with U.S. employment laws and HR best practices.
  • Business-level or native-level proficiency in both English and Japanese.
  • Excellent organizational, communication, and interpersonal skills.
  • Ability to work independently in a fast-paced, evolving business environment.
  • Hands-on mindset with the flexibility to support a broad range of operational responsibilities.
